Requires programs funded by the Tony Gobar Individualized Assessment and Comprehensive Community Intervention Initiative (IACCII) to emphasize parental accountability or parenting classes.

Mandates the Legislature deposit at least 50% of general funds saved from closure or downsizing of Oakley Training School into the IACCII Fund.

Requires the three counties with the largest number of high-risk youth committed to Oakley Training School during the past three years to have an operational IACCII program by December 31, 2010.

Establishes that every county must have access to an IACCII program by July 1, 2015.

Extends the repeal date of this section from July 1, 2012, to July 1, 2015.
