Amends Mississippi's Resident Tuition Assistance Grant Program to provide full tuition scholarships for Mississippi high school students with a cumulative 3.0 grade point average (on a 4.0 scale) after seven semesters.

Eligible students must maintain the 3.0 GPA to receive the full tuition award at any state institution of higher learning or public community college in Mississippi.

Scholarship recipients with full tuition awards must maintain a cumulative 3.0 GPA at the end of each semester or trimester to remain eligible for renewal, compared to the standard 2.5 GPA requirement for other grant recipients.

Applies to freshmen, sophomores, juniors, and seniors enrolled full-time at qualifying institutions listed in the statute.

Takes effect July 1, 2010.
