Creates the Uniform Adult Guardianship and Protective Proceedings Jurisdiction Act in Mississippi, establishing jurisdiction standards for guardianship and conservatorship proceedings involving adults.

Grants Mississippi courts jurisdiction to appoint guardians or issue protective orders based on the respondent's home state (six consecutive months residency), significant connection to the state, or emergency circumstances requiring expedited appointment for up to 90 days.

Allows courts to communicate and cooperate with courts in other states, including taking testimony from witnesses in other states by deposition, telephone, or electronic means.

Establishes procedures for transferring guardianships and conservatorships between states, including provisional orders and registration of out-of-state orders as foreign judgments.

Applies to all guardianship and protective proceedings begun on or after July 1, 2010, with certain provisions applying retroactively to proceedings begun before that date.
