Directs the Governor to implement a mandatory furlough plan placing all state employees on one unpaid day per month (the last working Friday) from passage through December 31, 2011.

Requires state agency offices to close on designated furlough days unless the agency provides critical services that require 24-hour operations.

Exempts from closure requirements: University Medical Center, Mississippi State Hospital, state correctional facilities, State Highway Patrol, wildlife officers, Department of Transportation Enforcement Division, active duty National Guard members, and faculty teaching classes on furlough days.

Authorizes the Governor and State Fiscal Officer to develop the furlough schedule, payroll procedures, and post modified operating hours for affected agencies.

Amends Section 25-1-98 of Mississippi Code to allow state offices to remain closed on designated furlough days while maintaining the standard 8 a.m. to 5 p.m., Monday-Friday operating requirement for other days.
