Brings forward Section 27-104-151 of the Mississippi Code of 1972, known as the "Mississippi Accountability and Transparency Act of 2008"

Requires the Department of Finance and Administration to operate a searchable website containing state expenditures and bond proceeds information, including entity names, amounts, funding purposes, and transaction types

Mandates posting of electronic copies of grants, contracts, subcontracts, and purchase orders executed after website launch, with website updates as soon as possible after each expenditure

Requires the Department of Finance and Administration to report to the Governor and 2011 Regular Session Legislature on the website's operation and implementation, with recommendations for enhancing the website

Takes effect July 1, 2010
