Requires all lands held by state agencies to be titled in the name of the "State of Mississippi," though deeds may recite the agency name without limiting state title or preventing reassignment by legislature or interagency conveyance.

Directs state agencies to inventory lands currently titled in their names and execute quitclaim deeds transferring title to the State of Mississippi, with certified copies provided to the Secretary of State.

Authorizes the Secretary of State, with Governor approval, to accept gifts or donations of land on behalf of the state.

Maintains exemptions for lands acquired by the Mississippi Transportation Commission, the Mississippi Major Economic Impact Authority, and lands purchased with federal funds or governed by federal law.

Requires determinations of immediate need, quantifiable benefits, and lack of available funds before state agencies can convey land to other state entities or local governments for less than fair market value.
