Authorizes the Executive Director of the Mississippi Department of Transportation to make expenditures from the State Highway Fund without an appropriation bill if the Legislature fails to enact a funding bill during a regular session.

Permitted expenditures are limited to funding existing contracts, essential operations, and personnel and cannot exceed amounts appropriated in the preceding fiscal year.

Allows the commission to enter into new contracts only if necessary for essential operations or to avoid loss or forfeiture of federal funds.

Expenditure authority terminates once the Legislature enacts an appropriation bill at any regular or extraordinary session to fund department operations.

Takes effect upon passage.
