Establishes a Community Corrections Reassimilation and Restitution Program administered by a five-member commission composed of the district attorney, sheriff, a criminal defense attorney, and two additional members appointed by the circuit judge.

Commission is authorized to create and manage supervised community service programs, post-adjudication rehabilitation, vocational/educational programs, residential rehabilitation and work-release programs, and reentry programs for inmates released from the Mississippi Department of Corrections.

Commission may charge reasonable fees to program participants, contract with not-for-profit corporations for program services, and collect grants and donations from federal, state, and private sources to fund operations.

Judicial officers may order eligible persons with suspended sentences or those facing incarceration to participate in the program under specified conditions, including periodic reporting, drug and alcohol testing, community service, and payment of 40% of gross earnings to offset program costs.

Program takes effect July 1, 2010.
