Adds philosophical belief exemption to Mississippi's student immunization requirements, allowing parents or guardians to opt out if vaccination conflicts with their beliefs.

Requires parents seeking philosophical exemption to obtain a notarized form from the Mississippi Department of Health, complete an educational component, and sign an informed consent refusal statement.

Parents must sign a statement acknowledging that unvaccinated children may be removed from school during disease outbreaks.

Allows parents using philosophical waivers to selectively vaccinate their children or use an alternative vaccine schedule instead of the standard schedule.

Takes effect July 1, 2010.
