Amends Mississippi Code Section 49-7-13 to allow municipalities and counties to set traps within 100 feet of public roads and streets to protect public safety by removing fur-bearing and nuisance animals.

Requires the governing body to document in its minutes that trapping is reasonable and necessary to protect public road and bridge safety, and to provide written notice by certified mail to affected landowners.

Establishes submersion requirements for traps placed near roads: conibear type traps and snares must be at least 50% submerged, and foothold traps must be totally submerged.

Maintains existing prohibition on private trappers placing traps within 100 feet of public roads, with exception only for municipalities, counties, or their contractors meeting the safety findings and notice requirements.
