Authorizes the Mississippi Transportation Commission to assess a fee of up to 10% of fair market value when selling surplus right-of-way and uneconomic remnant property.

Fee revenue is designated to defray administrative costs associated with selling the property.

Applies to sales of surplus right-of-way and uneconomic remnant property as defined in existing law (Section 65-1-123).

Effective upon passage.
