Amends notice procedures for municipal property cleaning hearings to allow delivery by United States mail or other delivery service with receipt confirmation, in addition to personal service by police officer.

Requires municipalities to provide seven (7) days' notice before a hearing or before cleaning property multiple times within a calendar year.

Allows county tax collectors to collect cleaning costs and penalties for municipalities or sell land for nonpayment of special assessments under specified code sections.

Permits municipalities to assess the same penalty for each property cleaning, up to six (6) times yearly for building/fence/toilet removal and twelve (12) times per 24 months for grass cutting/debris removal, with annual costs capped at $20,000 or fair market value after cleaning, whichever is less.

Takes effect July 1, 2010.
