Creates the Bureau of Fleet Management within the Department of Finance and Administration's Office of Purchasing, Travel and Fleet Management to coordinate efficiency in state vehicle purchasing, leasing, maintenance, and disposal.

Requires the bureau to encourage fuel-efficient, hybrid, and alternative fuel vehicles (ethanol, biodiesel, natural gas, electric) and mandates that 75% of state vehicles have EPA fuel economy estimates of 40 miles per gallon or higher by July 1, 2014.

Grants the bureau authority to hold title to all state vehicles, establish usage rules, reassign vehicles between agencies, investigate usage practices, and require annual vehicle acquisition and disposal plans from agencies.

Prohibits state departments from purchasing, leasing, or acquiring vehicles without Bureau of Fleet Management approval and requires documentation showing the vehicle chosen is the lowest-cost option for its intended use.

Authorizes the bureau to seize and dispose of vehicles found in violation of its rules if violations are not corrected within five days, with notification to agency heads, the Speaker of the House, and the Lieutenant Governor.
