Requires motor vehicle owners to provide proof of liability insurance before receiving or renewing license tags, with exemptions for vehicles already exempt under Section 63-15-4(1).

Allows proof of insurance to be submitted in person or by mail to the tax collector using an insurance card or copy issued by the insurer.

Establishes perjury charges for presenting false insurance evidence, with penalties of $500 fine and up to one year imprisonment, or both.

Permits waiver of penalties if the offender purchases and provides proof of at least six months of minimum required liability insurance coverage by the court date.

Takes effect January 1, 2011.
