Amends Section 75-76-3 of Mississippi Code to define what constitutes a lottery prohibited by the Mississippi Constitution.

Establishes that a lottery involves players paying for chances represented by tickets or physical documentation, with winners determined by drawing or random selection based on chance rather than skill.

Specifies that lottery activity is conducted without regard to geographical location and does not require players to be present at a particular location to participate or win.

Declares that selling or offering a chance in conjunction with another item of value constitutes a lottery if purchasers cannot obtain a free game piece or evidence of participation on the premises where the chance is sold.

Takes effect July 1, 2010.
