Reenacts provisions governing emergency telephone service charges, allowing counties to levy up to $1.00 per month on residential lines and $2.00 per month on commercial lines for exchange telephone service.

Creates a 7-member Commercial Mobile Radio Service (CMRS) Board appointed by the Governor to collect and distribute a $1.00 per month wireless emergency telephone service charge on CMRS connections statewide.

Establishes that 30% of CMRS service charge revenues fund the CMRS Board's administrative costs and wireless Enhanced 911 compliance, while the remaining 70% is distributed to emergency communications districts based on CMRS connections.

Requires CMRS providers to collect and remit service charges monthly to the board within 30 days, with providers retaining 1% as a collection fee and the board retaining up to 2% for administrative costs.

Extends the repeal date of these emergency telephone service provisions from July 1, 2010 to July 1, 2014.
