Establishes the "Broadband Over Power Lines Act" creating a framework allowing electric utilities, their affiliates, and unaffiliated entities to own, construct, maintain and operate BPL systems on electric delivery systems to provide broadband services.

Prohibits state agencies, instrumentalities, and political subdivisions from imposing jurisdiction, franchise fees, or other payments on BPL service providers and prevents them from requiring or prohibiting BPL deployment in utility service areas.

Declares BPL implementation is voluntary for electric utilities and specifies that utilities may determine which BPL Internet service providers access BPL system capacity in their sole discretion.

Requires BPL costs to be allocated under generally accepted accounting principles with non-regulated BPL service costs excluded from electric utility rates and not subject to state regulatory jurisdiction.

Mandates that electric utilities maintain reasonable measures to ensure reliability of electric delivery systems, with BPL services remaining secondary to reliable electric service provision.
