Establishes definitions for "personal care attendant" and "personal care attendant registry" in Mississippi Code Section 37-33-205.

Requires personal care attendants to meet qualifications including being at least 18 years old, high school graduate or GED, ability to follow instructions and communicate effectively, no disqualifying criminal history, and current identification documents.

Mandates fingerprinting and criminal background checks (state and FBI) with applicant fees not to exceed $50, and disqualifies applicants with felony or misdemeanor convictions involving moral turpitude.

Requires attendants to hold a valid nursing license, certified nurse aide certification, or complete at least 40 hours of approved training provided by a licensed nurse and pass a standardized competency test.

Creates a personal care attendant registry maintained by the Office of Special Disability Programs, updated monthly and accessible online and by toll-free telephone, containing attendant name, address, gender, date of birth, licensing/certification details, and work history; takes effect July 1, 2010.
