Amends Mississippi Code Section 43-13-117 to require implementation of an APR-DRG (All Patient Refined Diagnosis Related Groups) reimbursement system for inpatient hospital services under Medicaid effective July 1, 2010.

Division of Medicaid must annually review APR/DRG base prices and weights to ensure inpatient providers receive fair and reasonable payments, and must publish base prices and weights in compliance with Administrative Procedures Act notice requirements.

Amendments become effective only if the hospital assessment provided in 2009 amendments to Section 43-13-145 takes effect; if the hospital assessment does not take effect or ceases, the prior version of Section 43-13-117 remains in effect.

Prohibits cuts to inpatient and outpatient hospital payments, allowable days, or volumes as long as the hospital assessment remains in effect.

Section 43-13-117 is set to stand repealed on July 1, 2012, with provisions reverting to pre-amendment language if the hospital assessment does not remain in effect.
