Adds new authority for the Commission on Marine Resources to revoke indefinitely the licenses of persons and vessels upon conviction of three (3) seafood violations.

Revocation under this provision applies to both the individual and the boat or vessel used in the offenses, prohibiting issuance of any future licenses to engage in catching or taking seafood from Mississippi waters.

The commission must exercise this indefinite revocation authority in accordance with administrative procedures outlined in Section 49-15-401 et seq.

Maintains existing penalty structure including fines ranging from $100-$500 for first offenses (or $500-$1,000 during closed seasons), $500-$1,000 for second offenses, and $2,000-$4,000 or up to 30 days jail time for third or subsequent offenses within three years.

Takes effect July 1, 2010.
