Amends Section 77-3-8 of the Mississippi Code to add a new subsection (4) restricting the Public Service Commission and its staff from conducting inspections, audits, and examinations of public utilities.

Designates the Public Utilities Staff created under Section 77-2-1 et seq. as the sole authority responsible for inspecting, auditing, and examining public utilities.

Limits Public Service Commission staff duties to those assigned by law and providing direct analytical support to the commission as a whole.

Effective date of July 1, 2010.
