Prohibits texting and written messages via cellular telephone or personal digital assistant while operating a motor vehicle on a highway.

Requires drivers 18 years or older to use hands-free accessories when operating a motor vehicle with a cellular telephone.

Prohibits drivers under 18 years of age from using a cellular telephone while operating a motor vehicle.

Establishes exemptions for law enforcement, emergency vehicles, reporting dangerous behavior, emergency situations, parked vehicles, and certain vehicle technologies.

Violations are misdemeanors punishable by fines of $100-$500, with additional fines up to $1,000 if violation occurs during a motor vehicle accident; effective July 1, 2010.
