Transfers administration of Mississippi's State Children's Health Insurance Program (CHIP) from the State and School Employees Health Insurance Management Board to the Division of Medicaid, effective July 1, 2010

Division of Medicaid assumes responsibility for payment of health insurance premiums and expenses, including those from periods before July 1, 2010

Authorizes the Division of Medicaid to adopt rules and regulations, execute contracts for health care coverage, and limit enrollment to ensure costs do not exceed appropriated state and federal funds

Defines eligible recipients as low-income children under 19 years old whose family income does not exceed 200% of the federal poverty level and who are not eligible for Medicaid or covered by other health insurance

Repeals provisions establishing a temporary children's health insurance program, enrollment outreach initiative, and the CHIP advisory board and joint legislative advisory committee
