Prohibits compensation based on the number of applications solicited or collected or any volume basis; persons may only be compensated on a time-worked basis, with violations subject to fines up to $500.

Requires all voter registration applications to be delivered to the appropriate registrar within 10 days of collection, with stricter timelines for applications collected near election dates; violations subject to fines up to $50 per application or $500 per application resulting in disenfranchisement.

Mandates annual reports listing all applications collected during the preceding 12 months, due November 15, with fines up to $500 for failure to report and up to $50 per application not submitted to the appropriate registrar.
