Requires boards of supervisors to notify the Secretary of State by April 1, 2011 of supervisors districts and voting precinct boundaries with legal descriptions, maps, and voting place locations identified by common name and street address.

Establishes minimum of 150 qualified electors per voting precinct, with an exception allowing smaller precincts if the 150-elector requirement would force voters to travel more than 10 miles over commonly used roadways.

Maintains existing maximum of 500 qualified electors per voting precinct, with exceptions for precincts divided alphabetically or by box within a precinct, and precincts using voting machines.

Prohibits alterations to supervisors districts or voting precincts from taking effect within 2 months before an election.

Requires altered precinct boundaries to conform to visible natural or artificial boundaries such as streets, highways, railroads, rivers, lakes, and bayous, except county lines and municipal corporate limits.
