Requires the Attorney General to provide at least 7 working days' written notice to an agency's executive director before initiating any legal action on behalf of that state agency, unless irreparable injury to the state would result from the delay

Authorizes state agencies, boards, institutions, and commissions to retain their own special counsel on a fee or salary basis when a conflict of interest exists with the Attorney General's office or when the Attorney General has declined representation, with compensation paid from the entity's available funds

Imposes new requirements on Attorney General contracts for outside legal services, including mandatory detailed time and expense recordkeeping, a 30% cap on contingency fees (plus documented expenses), and review by the Personal Service Contract Review Board for contracts where fees are expected to exceed $500,000

Expands the Attorney General's public case docket to include the names and addresses of any retained or contract counsel and to cover all cases handled through outside attorneys, with the docket remaining open to public inspection

Effective date of July 1, 2010
