Creates a $25.00 state assessment on all railroad crossing violations (Section 77-9-249) to fund the Operation Lifesaver Program

Establishes the Operation Lifesaver Program within the Mississippi Department of Transportation to increase safety and prevent loss of life and property at railroad crossings

Creates the Operation Lifesaver Fund in the State Treasury as a continuing fund not subject to fiscal-year limitations

The fund may receive monies from legislative appropriations, interest earnings, the $25 assessment, federal government funds, and donations

Effective date of July 1, 2010
