Transfers the Mississippi Board of Animal Health, Board of Veterinary Medicine, Fair Commission, and Egg Marketing Board to the Department of Agriculture and Commerce as advisory boards, effective July 1, 2010.

Transfers the State Board of Registration for Foresters to the State Forestry Commission as an advisory board, with all personnel, equipment, funds and resources transferred accordingly.

Converts all transferred boards and commissions to advisory-only status, requiring them to advise their parent departments on matters within their jurisdiction rather than exercise independent authority.

Repeals three sections of code related to forestry: provisions for free commercial tree seedlings for farm owners, the tree seedling revolving fund, and a joint forestry study committee.

Amends multiple code sections to reflect the organizational changes, including redefining references to the transferred boards to mean their new parent departments.
