Establishes the Council for Education Technology as an advisory group attached to the Board of the Department of Information Technology Services and the State Board of Education to develop a master plan for education technology.

Council membership consists of seven ex officio voting members including the Chief Information Officer in the Department of Education, State Superintendent of Public Education, and executives from information technology, public broadcasting, libraries, community colleges, and higher education.

Adds eight appointed members serving four-year terms with demonstrated knowledge of education technology, appointed by the State Board of Education, Governor (2 members), Lieutenant Governor, Speaker of the House, Mississippi Educational Computing Association, Board of Information Technology Services, and Mississippi Development Authority.

Council duties include providing vision for education technology use, advising legislative appropriations committees, reviewing technology plans and appropriations requests, serving as a discussion forum, encouraging technological progress in education, and submitting annual reports to the Legislature.

Meetings required at least four times annually; council elects chairperson annually with two-consecutive-year limit; staff support provided by the Department of Information and Technology Services and State Department of Education.
