Prohibits state departments, institutions, and agencies from permanently assigning passenger vehicles to employees unless their job duties require traveling to work sites outside the department or agency location.

Establishes the Bureau of Fleet Management within the Department of Finance and Administration to oversee vehicle purchasing, leasing, maintenance, and disposal for state agencies.

Requires state agencies to obtain authorization from the Bureau of Fleet Management before purchasing, renting, leasing, or acquiring any motor vehicle and mandates selection of the lowest-cost vehicle appropriate for its intended use.

Directs the Bureau to notify department heads, the Speaker of the House, and the Lieutenant Governor of vehicle violations and authorizes seizure and disposal of vehicles if violations are not corrected within 5 days.

Exempts state institutions of higher learning, the Department of Public Safety (for undercover operations vehicles), and the Department of Wildlife, Fisheries and Parks (for forfeited vehicles) from these provisions.
