Authorizes the Department of Finance and Administration to sell the "Old School for the Blind" property (22.822 acres) located north of Eastover Drive in Jackson, Mississippi.

Authorizes the Department of Finance and Administration to sell an additional 0.87-acre state-owned property on behalf of the Mississippi Transportation Commission, both located in Jackson's Hinds County.

Requires all sale proceeds be deposited into a special state treasury fund and disbursed to the State Board of Education.

Grants the State of Mississippi a right to repurchase either property within 10 years if not used for its intended purpose or abandoned by the purchaser.

Requires property sales at fair market value determined by average of at least two certified appraisals and reserves all oil, gas, and mineral rights to the State.
