Appropriates $9,000,000 to the Department of Human Services - Oakley Training School for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Requires Oakley Training School to continue operating as a secure training facility for male and female juvenile delinquents adjudicated and committed to the Mississippi Department of Human Services.

Funds must be used to satisfy federal requirements under the 2005 consent decree regarding overall facility conditions.

Authorizes 143 permanent full-time positions and allows discretionary "call back pay" for certain staff who work statutory or gubernatorial holidays.

Takes effect July 1, 2010; all funds must be expended only for powers and duties authorized by Mississippi Constitution, state law, federal law, or implementing regulations.
