Authorizes the City of Rolling Fork in Sharkey County, Mississippi to construct, expand, operate and maintain its water distribution system in three specified tracts located more than 5 miles outside the city's corporate limits.

The three authorized tracts are located in Sections 11, 14, 15 & 23 (Tract 1); Sections 26 & 35 (Tract 2); and the Southwest Quarter of Section 3 and Southeast Quarter of Section 4 (Tract 3), all in Township 13 North, Range 6 West or Township 11 North, Range 7 West in Sharkey County.

Caps water rates charged to consumers outside the city limits at twice the rate charged for the same service within the city limits.

Requires the city to still obtain a Certificate of Public Convenience and Necessity and remain subject to all Public Service Commission regulation of rates and other provisions of Mississippi Code Section 77-3-1 et seq.

Takes effect upon passage.
