Amends the St. Catherine Creek Utility Authority (created in 2007) to limit its scope to solid waste, storm water, and erosion control systems exclusively at the 144-acre old International Paper landfill site in Adams County.

Removes authority's broader responsibilities to prevent fragmentation and duplication of duties with other Adams County entities by narrowing focus to the specific landfill location.

Establishes a five-member board of directors appointed by the Adams County Board of Supervisors with authority to acquire, construct, operate and maintain utility systems and issue revenue bonds for projects.

Authorizes the authority to establish rates and fees for services, enter contracts with public agencies and private entities, and borrow funds through bond issuance (up to 40-year terms) and interim notes for start-up costs.

Provides tax exemptions for the authority's property and bonds while requiring validation of bonds through chancery court proceedings and prohibiting impact fees on users.
