Appropriates $5,194,352.00 from the State General Fund for Alcorn State University Agricultural Programs for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Authorizes $19,322.00 in special source funds for the same programs, with the amount derived from the Education Enhancement Fund.

Prohibits use of general funds to replace withdrawn federal or special funds previously used for salaries.

Establishes legislative intent requiring the agency to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids.

Includes provisions requiring cell phone usage records be compiled and made publicly available, and mandates reporting on funds received under the American Recovery and Reinvestment Act of 2009.
