Appropriates $20,200,255.00 from the State General Fund for the Mississippi Agricultural and Forestry Experiment Station for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Authorizes an additional $7,577,432.00 in special source funds for the same agency and fiscal year period.

Prohibits use of general funds to replace federal or other special funds withdrawn from salaries, and requires special source funds used to match federal grants to be accounted for separately and reported to the legislature.

Establishes performance targets for FY2011 including scientist staffing levels (ranging from 0.75 to 54.04 FTE across different research areas) and research publication goals.

Imposes various operational requirements including preference for Mississippi Industries for the Blind in purchasing, public disclosure of cell phone usage records, and restrictions on contracts with former state employees receiving retirement benefits.
