Appropriates $26,294,669.00 from the State General Fund for the Mississippi Cooperative Extension Service for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Authorizes $15,247,698.00 in special source funds for the Extension Service, including $975,245.00 from the Education Enhancement Fund.

Establishes performance targets for fiscal year 2011 across four program areas: Agricultural & Natural Resources (830,000 educational contacts), Family & Consumer Education (767,500 contacts), Enterprise & Community Resource Development (140,000 contacts), and 4-H Youth Development (620,000 contacts).

Requires the Extension Service to provide programs in Agriculture, Home Economics, 4-H, and Community Resource Development in each county.

Includes provisions restricting attorney fees, requiring cell phone usage reporting, limiting contracts for retired state employees to $20,000 annually without board approval, and authorizing use of American Recovery and Reinvestment Act funds.
