Appropriates $5,139,849.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for operation and maintenance of the Forest and Wildlife Research Center for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Authorizes $1,138,655.00 in special source funds for the Forest and Wildlife Research Center, including $253,005.00 from the Education Enhancement Fund.

Prohibits general funds from replacing federal or other special funds used for salaries, and requires special source funds used to match federal or research grants be reported under Section 2 and included in 2011 budget requests.

Establishes legislative intent that Mississippi Industries for the Blind receive preference in procurement when bids are equal in price, quality, and service.

Requires the agency to compile and publicly release cell phone usage records for wireless devices assigned to officers and employees, and allows the agency to receive and expend funds from the American Recovery and Reinvestment Act of 2009.
