Appropriates $13,969,266.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for the College of Veterinary Medicine at Mississippi State University for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Authorizes expenditure of $14,800,245.00 from special source funds collected by or available to the College of Veterinary Medicine, including $552,920.00 from the Education Enhancement Fund and $1,681,525.00 anticipated from the American Recovery and Reinvestment Act of 2009.

Establishes performance targets for the college including 412 enrolled students, 35 FTE faculty committed to teaching, 65 grant applications, 15,500 animal health center cases, and 36,614 diagnostic lab tests.

Requires the agency to follow standard procedures for information campaigns, including developing goals, evaluating effectiveness, and utilizing Mississippi-owned media companies when feasible.

Takes effect July 1, 2010.
