• Appropriates $26,915,820 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for financial aid scholarship, loan, and grant programs for fiscal year 2011 (July 1, 2010 - June 30, 2011).

• Authorizes $2,275,743 from federal funds, grants, donations, and other special sources for financial aid programs and the Mississippi Office of Student Financial Aid.

• Authorizes $1,200,000 in carryover funds for the Mississippi Resident Tuition Assistance Grant Program and Mississippi Eminent Scholars Grant Program.

• Authorizes $2,984,395 from the Mississippi Critical Teacher Shortage Fund for the Critical Needs Teacher Scholarship Program.

• Establishes funding caps for out-of-state professional studies programs: 11 new optometry students, 10 new chiropractic students (25 overall), and 7 new osteopathic medical students.
