Appropriates $25,108,362.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for fiscal year 2011 to support various research institutes, laboratories, and programs including the Chemical Laboratory, Water Resources Institute, Law Research Institute, and Gulf Coast Research Laboratory.

Appropriates $91,331,270.00 from federal, student fees, and other special source funds to the Board of Trustees for the same designated institutes and programs for fiscal year 2011.

Appropriates $150,000.00 to the Mississippi Alcohol Safety Education Program and $1,582,832.00 to the State Court Education Program from state treasury funds.

Allocates Sea Grants matching funds of $175,000.00 to the Gulf Coast Research Laboratory and directs that proportional budget reductions apply to these state funds if the Board orders reductions due to gubernatorial budget orders.

Establishes legislative intent that general funds shall not replace withdrawn federal or special funds used for salaries, and requires the Board to report yearly on compliance with deficit spending prohibitions; effective July 1, 2010.
