Appropriates $281,386,056.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for support and maintenance of eight state universities for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Appropriates $553,585,075.00 from federal, student fees, and other special source funds, including $44,570,375.00 anticipated from the American Recovery and Reinvestment Act of 2009.

Allocates $26,850,000.00 for Ayers Settlement implementation, including $20,200,000.00 for programs at Alcorn State University, Jackson State University, and Mississippi Valley State University, plus $5,000,000.00 for the Ayers Endowment Fund.

Provides specific allocations including $2,000,000.00 for economic development at four universities, $900,000.00 to Mississippi State University-Meridian Branch, $500,000.00 to Jackson State University E-Learning Center, and $570,000.00 to Delta State University Department of Commercial Aviation.

Prohibits changes to the fiscal year 2010 allocation formula, requires off-campus centers to receive 65% of on-campus full-time equivalent student costs, mandates reporting on performance measures, and restricts various expenditures including international travel and utility allowances for state housing.
