Appropriates $7,015,783 from the State General Fund and $76,901,867 from the State Treasury to the State Board for Community and Junior Colleges for administrative expenses during fiscal year 2011 (July 1, 2010 - June 30, 2011).

Appropriates $160,000 to the Commission on Proprietary School and College Registration for regulation and administration of the Mississippi Proprietary School and College Registration Law.

Authorizes 41 permanent full-time positions and 1 time-limited full-time position for the State Board for Community and Junior Colleges.

Allocates $43,695,992 for the Workforce Education Program and Industrial Training, with $30,000,000 derived from unemployment compensation contributions for workforce training under Senate Bill 2027.

Provides $1,107,000 for dual enrollment pilot projects in practical nursing programs for secondary students and $542,459 for the Greenville Higher Education Center operations.
