Appropriates $312,939,804 from the State General Fund and $19,022,396 from special funds to the Mississippi Department of Corrections for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Authorizes salaries, wages and fringe benefits of $125,913,052 for Support operations, allocating funds across Farming Operations ($536,741), Parole Board ($647,544), Private Prisons ($77,501,201), Medical Services ($235,342), Regional Facilities, and Local Confinement ($8,836,714).

Requires the Commissioner of Corrections to apply to the U.S. Department of Homeland Security for the Criminal Alien Program to identify and deport criminal aliens before funds may be expended after September 1, 2010.

Establishes performance targets for fiscal 2011 including average inmate populations at three facilities, program participation rates, community corrections offenders (32,000), parole numbers (3,500), and private/regional prison bed capacity (5,554 and 3,713 beds respectively).

Authorizes the Commissioner to transfer up to 25% of budgets between and within departments and allows special fund transfers with written justification to the Legislative Budget Office and Department of Finance and Administration.
