Appropriates $4,902,347.00 from the State General Fund and $17,942,354.00 from special funds to the Mississippi Emergency Management Agency for fiscal year 2011, totaling $22,844,701.00 for agency operations.

Authorizes 116 permanent full-time positions and 71 time-limited full-time positions, with not more than $9,397,174.00 to be expended for salaries, wages, and fringe benefits.

Appropriates $1,470,246.00 from General Fund and $935,270,927.00 from special funds for disaster assistance programs, including public assistance, individual and family grants, and mitigation programs related to hurricanes and severe storms dating back to Hurricane Georges.

Appropriates $88,000,000.00 from the Hurricane Disaster Reserve Fund and authorizes up to $30,000,000.00 from the Working Cash Stabilization Reserve Fund to cover state matching requirements for Federal Emergency Management Agency grants.

Requires the agency to submit performance targets and budget requests to the Joint Legislative Budget Committee, with authority for the Executive Director to transfer up to $500,000.00 between fund and budget categories with prior written justification.
