Appropriates $7,759,669.00 from the State General Fund and $59,116,239.00 from special funds (Camp Shelby Timber Fund, Army National Guard Programs Fund, Camp Shelby Base Operations Fund, and Air National Guard Programs Fund) for Mississippi National Guard operations for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates $38,139,107.00 maximum for salaries, wages, and fringe benefits with 905 authorized permanent full-time positions.

Designates $2,047,859.00 for the Youth Challenge Program at Camp Shelby, $537,246.00 for the Armed Forces Military Museum at Camp Shelby, and $300,000.00 for the Sonny Montgomery Center for America's Veterans at Mississippi State University.

Authorizes the Mississippi Military Department to receive, budget, and expend additional funds from available sources (including federal funds) not to exceed $10,000,000.00 for Camp Shelby operations.

Takes effect July 1, 2010.
