Appropriates $5,957,337.00 from the State General Fund and $28,200,821.00 from special funds to the Veterans Affairs Board for fiscal year 2011 (July 1, 2010 - June 30, 2011), totaling $34,158,158.00

Authorizes 78 permanent full-time positions, 530 time-limited full-time positions, and 76 part-time positions, with salary and fringe benefits capped at $16,000,000.00

Provides $250,000.00 for care of indigent/low-income Mississippi veterans and surviving spouses in state veterans homes under the "Hilton R. 'Jack' Vance Act of 1997"

Authorizes the Veterans Affairs Board to escalate and expend up to $8,000,000.00 in federal funds for construction and equipping of the Mississippi Veterans Memorial Cemetery, and $300,000.00 from the Budget Contingency Fund for a Persian Gulf War Memorial in Newton County

Restricts salary increases through reallocation or reclassification unless specifically exempted, and requires the agency to maintain accounting records comparable to fiscal year 2010 standards
