Appropriates $603,586.00 from the State General Fund to the Mississippi Ethics Commission for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Limits salaries, wages, and fringe benefits expenditures to $496,272.00 and authorizes 8 permanent full-time positions.

Directs the Ethics Commission to maintain accounting and personnel records in the same format as fiscal year 2010 and to submit budget requests in comparable detail.

Authorizes the agency to purchase casualty insurance for passenger vehicles and to receive and expend funds from the American Recovery and Reinvestment Act of 2009.

Requires approval from the proper governing board before hiring any former state retirement benefit recipients under contract for amounts exceeding $20,000 annually, with written reports submitted to legislative appropriations committees.
