Appropriates $514,008.00 total for the Commission on Judicial Performance for fiscal year 2011 (July 1, 2010 - June 30, 2011): $307,777.00 from General Funds and $206,231.00 from Special Funds.

Limits expenditures for Salaries, Wages and Fringe Benefits to $426,806.00 and authorizes 5 permanent full-time positions.

Requires the Commission to maintain accounting and personnel records in the same format and detail as Fiscal Year 2010 and submit budget requests in comparable format for Fiscal Year 2012.

Grants preference to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids, and restricts hiring retired state employees under contract exceeding $20,000 annually without governing board approval.

Authorizes escalation of up to $84,050.00 in special funds and permits receipt of federal funds from the American Recovery and Reinvestment Act of 2009.
