Appropriates $6,810,872.00 in special funds to the State Department of Banking and Consumer Finance for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Authorizes 59 full-time permanent positions for the department with restrictions on salary increases and personnel actions unless specifically exempted by legislative conditions.

Requires the department to maintain accounting and personnel records in the same format as fiscal year 2010 and submit fiscal year 2012 budget requests in comparable detail.

Establishes requirements for public bid preference for Mississippi Industries for the Blind, cellular phone usage record compilation, and efficient use of public funds for information campaigns.

Takes effect July 1, 2010 and allows the department to receive and expend funds from the American Recovery and Reinvestment Act of 2009 under Department of Finance and Administration approval.
